Roundtable: A Geopolitical Perspective on the Biden-Yoon Summit

The May 21st summit between Joe Biden and South Korea’s hawkish new president, Yoon Suk-yeol, took place against the backdrop of escalating tensions in Northeast Asia. The meeting exemplified the extent to which Washington implements a binding strategy at South Korea’s expense. Since the US cannot impose a top-down global security architecture, it relies on a network of weaker ally states to maintain its hegemonic power. The “ally” states serve as force multipliers for the US, and are expected to “bear most of the human and economic cost” of the strategic posture mandated by Washington’s geopolitical priorities. The Biden-Yoon summit effectively reaffirmed South Korea’s commitment to continue subordinating its sovereignty as well as its national and economic security to Washington’s interests. Yoon agreed to expand scope and scale of US-ROK joint military exercises; subsume Seoul within a trilateral US-ROK-Japan trilateral alliance; and implement measures guaranteed to raise tensions with both China and North Korea. It confirmed that under the new right-wing Yoon administration, South Korea, which has historically maintained a patron-client relationship with the US, will deepen its client state status and allow itself to be thrust into the front lines of the new US-led Cold War against China: “Yoon is taking South Korea down a road that promises no benefit, only danger and economic pain”; “The US is escalating to war in Asia. South Korea is a key element of this escalation to war in Asia”.

‘원탁회의: 바이든-윤 정상회담의 지정학적 관점’라는 제목의 한미 정상회담 관련 JNC TV 웨비나가 (미동부) 5월 23일 저녁 8시에 열렸다. 미주 지역의 진보 학자 시몬천, 그레고리 일리치(Gregory Elich), 정치 분석가이자 작가인 KJ Noh, 그리고 뉴질랜드 진보 학자인 팀 빌(Tim Beal) 이 패널로 참여하여 한 목소리로 이번 한미정상 회담이 한반도의 긴장을 증대시켰다고 비판했다.
시몬천 박사는 바이든과 윤석열의 공동 선언문은 한반도에 평화를 조성하는 것이 아니라, 긴장을 증대시켰다고 평가했다. 그 이유로 한반도에서 증대되는 핵분쟁 가능성을 들었는데, 특히 한미 공동성명에서 핵분쟁이 언급된 것은 이번이 처음이고, 긴장이 한 단계 더 증가한 것으로 평가했다.
시몬천 박사는 또한 윤석열은 문재인 정부 시절 컴퓨터 시뮬레이션으로 축소해서 진행했던 한미연합훈련을 전면적으로 하기를 원한다면서 한미연합훈련의 범위와 규모 확장, 한국을 다시 한미일 삼각군사동맹 속으로 밀어붙이는 것, 한국의 국가적 경제적 안보를 미국의 이익에 종속시키는 것 등을 긴장 증대의 이유로 들었다.
팀 빌은 바이든의 대중국 정책에서의 한국의 위상을 분석했다. 바이든이 대중국 견제 연합에 한국의 참여를 압박하고 있으며, 윤석열은 국익에 도움이 되지 않고, 위험에 빠뜨리며 경제적 고통을 주는 방향으로 한국을 이끌고 있다고 비판했다.
그레고리 일리치도 미국의 중국 견제 정책 추구를 위해 구성된 불평등한 체제하에서 한국은 종속적인 위치로 편입되어 이용되고 있고, 이번이 항해의 자유에서 남중국해와 타이완해협을 명시한 최초의 한미 정상회담 선언이라고 설명했다.
KJ Noh는 바이든-윤의 정상회담이 중국과의 경제, 군사, 사이버, 외교 등의 영역에서 벌어지는 하이브리드 전쟁 선전포고 신호를 주었다고 평가했다. 그리고, 한반도 평화를 위해서 독립주권, 전작권 환수, 긴장완화, 타국의 이익을 위한 군사동맹 가입 금지, 상호 안전보장이 필요하다고 했다.
