In “Realizing an End of War (EOW) Declaration”, Simone Chun identifies the US policy of containment toward North Korea as the main roadblock in realizing an EOW declaration. As an alternative, Chun proposes Noam Chomsky’s concept of reviving the Sunshine policy as a means to build momentum toward an EOW, and argues that instead of subordinating their security policy to the United States, South Koreans should pursue peace and unification based on the principles of independence and sovereignty.
Tim Beal argues that the US security establishment regards tension on the Korean Peninsula as a vital component of its strategy to contain China, and that the US would never permit peace in Korea as long as its hegemonic rivalry with China persists. Beal argues that the US is still actively waging war through sanctions and military readiness drills, and that under such conditions, an-end-of-war declaration would not achieve its intended objective.
Gregory Elich argues that the Biden administration’s pivotal foreign policy objective is to coerce Asian nations to join its fanatical anti-China campaign, forcing South Korea to the forefront of a new US-led regional containment coalition. Elich identifies the devastating US economic sanctions against North Korea as the most serious underlying challenge to an end-of-war declaration.
Let us hope that this new year will bring serious steps towards reconciliation, peace and amicable progress to the people of Korea, after so many years of suffering and hostility. They surely deserve it. It will be a welcome gift to the world as well. Noam Chomsky

팀 빌은 미국이 중국을 봉쇄하기 위한 전략의 주요 요소로 한반도의 긴장을 만드는 안보 전략을 세웠다고 주장했다. 그리고 중국과의 패권 경쟁을 지속하는 한, 미국은 한반도에 결코 평화를 허락하지 않을 것이라고 봤다. 팀 빌은 또한 미국이 제재와 군사 준비 태세를 통해서 여전히 전쟁을 하고 있다면서, 종전 선언 자체로는 의도하는 목적을 달성하지 못할 수도 있다고 주장했다.
그레고리 일리치는 바이든 행정부의 중추적인 외교 정책의 목적은 아시아 국가들에 광적인 반중국 정책에 합류하도록 강요하는 것이라면서, 미국은 자신이 주도하는 새로운 지역 봉쇄 연합에 한국이 선두에 서도록 강요하고 있다고 주장했다. 그레고리 일리치는 파괴적인 미국의 대북 경제 제재가 종전 선언 실현의 가장 심각한 걸림돌이라고 분석했다.
